most creatures with organic bodies arent simply solid blocks of flesh under those outer layers there are complex biological systems making that body work so there isnt really any part of a body thats safe to fire any weapon without causing extreme damage to those systems even if bleeding isnt an issue you cannot shoot an overheated hole through someone and expect it not to be basically the worst thing their body could have done to it trust me on this im speaking from experience
which isnt even to mention the number of reasons cautery is not considered medically sound except in very special circumstances especially from a tool intended more for harm than health tissue damage that could very likely lead to necrosis and what would essentially be a guarantee of infection there is nothing safe about it whatsoever
